The sole purpose of the Quality of Service Fund (QSF), created on the basis of a Beijing Congress decision, is to finance projects for improving the quality of service of Posts in developing countries.

In reconstituting the QSF, the Bucharest Congress amended the country classification system and allocated more resources to the least developed countries.
