TRAINPOST Platform Site Policy
1. Eligibility and Registration
1.1. Eligibility
Registration on the TRAINPOST platform is limited to personnel of the UPU Member countries’ Designated Operators, Regulatory Authorities, and Ministries (hereinafter “Learners”).
1.2. Registration Period
- Individuals from the entities mentioned in section 1.1 above may enroll in TRAINPOST courses from 1 February to 31 December of each year.
- Learners must be at least 20 years old to create an account.
1.4. Enrollment Limit
- Learners may only enroll in one course at a time.
2. Course Access
2.1. Free of Charges
- All TRAINPOST courses are provided free of charge.
2.2. Content Availability
- Training-related content is accessible only upon registration for the corresponding training.
2.3. Local Tutors
- If a UPU’s local certified facilitator from your country is available, you will be automatically granted access to their course, where you can request assistance in your local language.
3. Diversity and Inclusivity
3.1. Open for Applications
- The training courses are open for applications from all interested Learners.
3.2. Inclusivity
- The UPU encourages registrations from Learners irrespective of race, ethnicity, age, gender, religion, economic status, or other backgrounds.
3.3. Special Consideration
The UPU particularly encourages registrations from female applicants and applicants from developing countries, including least developed countries, small island developing countries, and landlocked developing countries.
4. Account Responsibilities
4.1. Access Responsibility
Learners are responsible for making necessary arrangements to access the TRAINPOST platform.
4.2. Account Security
- If you create an account, you agree to maintain the confidentiality of your account and password.
- If you forget your password you acknowledge that you will not request the TRAINPOST administration to resend your password.
- If you register to the platform with more than one email address, the TRAINPOST administration has only the responsibility to decide which one to activate. However, in case you want to change it you have to send a request by email.
4.3. Account Information
- Information provided for account creation must be true, accurate, and kept up-to-date.
- Once confirmed, the following information are not allowed to be modified by the Learner

4.4. Security Concerns
- You may change your password by going to your profile or contact the UPU at upu.trainpost@upu.int if you have reason to believe that your account is no longer secure.
4.5. Security Disclaimer
- The UPU may not guarantee that unauthorized access occurs while the relevant measures to protect the account data are being implemented.
5. Website Availability and Changes
5.1. Unavailability Disclaimer
- UPU shall not be responsible if, for any reason, the TRAINPOST platform or certain content or trainings become unavailable for an indeterminate period.
5.2. Right to Modify
- The UPU reserves the right to modify, update and shut down the TRAINPOST platform, or to modify, update, or remove any content or trainings made available in the TRAINPOST platform, at any time and without advance notice.
6. Access Refusal
6.1. Right to Refuse Access
- The UPU reserves the right to refuse access to the TRAINPOST platform to any individual who violates the present Terms.
7. Intellectual Property Rights; Area Nomenclature and Designations
7.1. Ownership and Protection
- Notwithstanding Section 8 below, the TRAINPOST platform, including its entire content, features, and functionality (such as Trainings, information, software, text, displays, images, video, audio, and the design, selection, and arrangement thereof), is owned exclusively by UPU. It is protected by the relevant international and national intellectual property rights laws.
7.2. Usage Rights
- The present Terms permit you to use the TRAINPOST platform and its content for your personal use only. No right, title, or interest in or to the platform or any content on the platform shall be transferred to you, and all rights not expressly granted are reserved by UPU, its licensors, or other providers of said materials.
7.3. Restrictions
- Unless expressly indicated on the TRAINPOST platform, where a particular item of the content or a training is made available under alternate license terms, you may not distribute, sell, modify, or otherwise provide access to such item to any third party.
7.4. Protection of UPU Name and Logo
- The name, abbreviation, title, emblem, and logo of UPU are protected under the provisions of Article 6ter of the Paris Convention for the Protection of Industrial Property. Consequently, the UPU name, abbreviation, title, emblem, and logo, along with those of the TRAINPOST, may not be used without the prior written permission of UPU.
7.5. Disclaimer on Views
- The content and trainings presented on the TRAINPOST platform, including any designations or denominations used therein, do not necessarily represent the views of the UPU. They also do not imply the expression of any opinion whatsoever on the part of the UPU or its personnel concerning the legal status of
any country, territory, city, or area or of its authorities, or concerning the delimitation of its frontiers or boundaries.
8. Your Content and Other User-Generated Content
8.1. User-Generated Content
- The TRAINPOST platform enables you to upload and share the content you create ("Your Content"). Unless otherwise agreed between you and UPU, you retain all intellectual property rights in Your Content.
8.2. License Grant
- By uploading Your Content, you grant UPU a worldwide, fully-transferable, royalty-free, perpetual, irrevocable, sublicensable, non-exclusive license to use Your Content for the purpose of fulfilling the platform’s educational purpose.
8.3. Responsibilities
- You are responsible for ensuring that Your Content does not infringe or misappropriate any third-party rights and complies with all applicable laws. The UPU shall not be responsible for the lawfulness or appropriateness of Your Content.
8.4. Review and Removal
- The UPU reserves the right, but not the obligation, to review and remove any of Your Content if it does not meet the requirements of this section and to terminate or suspend your account or use of the platform.
9. (a) Use of Your Personal Information by UPU; (b) Your Use of Third-Party Personal Information
9.1 Collection and Processing
- The UPU may collect and process your personal information solely for the purposes for which it has been submitted.
- The personal information collected and processed by the UPU is provided with full consent, willingly and directly by you through the relevant UPU applications, UPU website (including the www.upu.int website and its subdomains) and other third-party applications or websites expressly designated by the UPU for such purposes.
9.2. Information Sharing
- The UPU shall not disclose, share, rent or sell your information (including personal information associated thereto) to third parties, unless these are engaged by the UPU as authorized providers with a view to performing certain services deemed necessary to fulfil the UPU’s mission and carry out the organization’s mandated activities. In this regard, such authorized providers shall be permitted to process and retain your personal information in strict accordance with the relevant UPU instructions and policies, and for no longer than is necessary for the purposes of the activities referred to herein.
- Any personal information collected by the UPU in accordance with these Terms shall be stored securely and may also be used by the UPU in an aggregated and anonymous manner (i.e., so as not to disclose individual personal data), strictly for the purposes of statistical analysis. The personal information shall not be retained for a period longer than necessary for the fulfilment of the purposes described in these terms, in accordance with the UPU’s applicable records retention and disposition schedules.
9.3. User Responsibilities
When accessing or using personal information of third parties via the platform, you represent and warrant compliance with all applicable data protection and privacy laws.
10. Disclaimers; Limitation of Liability and Damages
10.1. Content Accuracy and Links
- The UPU shall make the reasonable efforts, but does not guarantee the accuracy, accessibility, reliability, suitability, and timeliness of the content on the TRAINPOST platform.
10.2. Links to Third-Party Websites
- The TRAINPOST platform may contain links and references to third-party websites, products, or services. These links are provided for convenience, and the UPU does not endorse or take responsibility for them.
10.3. Indirect Damages
- To the maximum extent permitted by applicable law, the UPU shall not be liable for any indirect, incidental, special, punitive, or consequential damages.
11. Mode of Communication
- For any questions or inquiries, you may contact UPU at upu.trainpost@upu.int with respect to the TRAINPOST platform, these Terms, or any inquiries pertaining to the platform content and the trainings.
12. Final Provisions
- The General Terms and Conditions for UPU Mobile Applications shall apply subsidiarily and by analogy to these Terms.
- Any dispute, controversy, or claim between the Parties arising out of these Terms, or in any way associated with the usage of the TRAINPOST platform, shall be settled by arbitration in accordance with the UNCITRAL Arbitration Rules then obtaining. The number of arbitrators shall be one. If the Parties are unable to designate an arbitrator within thirty (30) days of receipt of the notification of a request for arbitration, the arbitrator shall, at the request of one of the Parties, be appointed by the President of the Permanent Court of Arbitration in The Hague, the Netherlands. The arbitrator’s ruling shall be final and binding, and no appeal to a court or any other jurisdiction shall be allowed. The place of arbitration shall be Geneva, Switzerland, and the language of arbitration shall be English or French.
- These Terms shall be governed by general principles of law to the exclusion of any single national system of law. Such general principles of law shall include the UNIDROIT General Principles of International Commercial Contracts (2010).
- Nothing contained in or relating to the TRAINPOST platform, the trainings, or these Terms shall be deemed or construed as a limitation or a waiver of any of the privileges, immunities, and other facilities which the UPU or any of its officials enjoys by virtue of the international treaties and national laws applicable to the UPU.
13. Code of Conduct
Learners using the TRAINPOST platform are expected to conduct themselves professionally, respectfully, and in accordance with the mission of the UPU. The following behaviors are prohibited: - Harassment, abuse, or offensive language towards other users, tutors, or administrators - Cheating or attempting to circumvent course requirements or progress tracking mechanisms - Uploading content that is false, misleading, or violates intellectual property or privacy rights Violation of this Code of Conduct may result in account suspension, removal from courses, or permanent exclusion from the platform.
14. Cookies and Usage Tracking
The TRAINPOST platform may use cookies and similar tracking technologies to enhance user experience and gather usage statistics. These cookies are used to: - Maintain login sessions - Track course progress - Analyze platform usage patterns for improvement By using the platform, you consent to the use of these technologies. You may adjust your browser settings to limit or disable cookies, but this may affect the functionality of the platform.
